I receive this message occasionally. I think it has happened 3 times in the last 2 years. This is running base/rover setup. What causes this?

If you're running traditional RTK it means you're picking up another base station in the area. I used to get it once in a while when tethering with an old cell for VRS, but I haven't seen the message since going to wifi.
What I don't understand is that I stored the new point which was 211' from my original base coord. but my control checked dead on.
Are you using a base and rover setup, or a network RTK rover?
I get that message with an RTK network rover sometimes, when I've traveled far enough that it wants to jump to a new base, or perhaps the original base stopped transmitting, so it switched to the next closest base.
Back when I used to use a base/rover setup, I did once jump onto someone else's base. This was circa 2008, and the data collector gave no warning, and, in fact, the other base was apparently broadcasting on assumed coordinates, because it screwed up my survey. I had to review the raw data to see what happened. I'm glad that TDS built that base warning into the newer software versions.
