Surveyor hit while working at busy intersection

I have thought about adding to construction sites the following:
1.) A monitor, with a bull horn, who can add barricades, and literally stop all traffic, if anything gets out of order. He also has a good camera, running all the time. Kinda like a police cruiser has, with multiple camera angles. This monitor could be in an office, and would manage and control the whole site, for several miles. Kinda like an air traffic controller.

And, with his video surveillance, he can issue tickets. And stop all traffic.

I have seen crazy folks, speed through construction sites, making it very dangerous. These folks need flat tires, and legal consequences.
