This afternoon, Mike sent word that the problem has now been solved. No further info yet. That might perhaps lead one to suspect a blunder of some sort on the part of the surveyor who initially found the issues.
I will attempt to find out what the solution was and post if I do.

Well, here is the corrected drawing. Pins and monuments are considerably closer than at the outset. Don't know what the answer was though, could have been a bad angle as far as I know..

And this is the "stakeout" drawing... I'm not familiar with the purpose of the blue lines and offsets, never seen that before...
