The document appears to require that wells be at least 10 feet from a property line or roadway, unless the property on the other side of the property line residential, in which case, local government requirements prevail.
It would be interesting to know where the property line would be in the case of the typical town road which is usually an ROW or similar legal situation, as opposed to being held in fee by the town. Would it usually be the center line or the edge of the ROW?

In wonder World they simply plop 30cy of ??builder??s soil? somewhere adjacent the house on an 80??x100?? lot and, presto! An above ground drain field appears, WITH a 30 minute warranty on the sump pump. ?????ÿ
There are times when the odors are unpleasant.?ÿ If located properly relative to the house and prevailing breezes, not too bad.?ÿ The primary issue is locating them downhill and behind the house for scenic reasons.?ÿ If the area behind the house is all uphill, say on a lake front lot, that is where the pump system comes into play.?ÿ You don't want it close to your house.?ÿ The neighbors don't want it anywhere close to theirs, either.?ÿ They also represent an attractive nuisance.?ÿ They need to be fenced securely with with a locked gate or two, being locked except for brief periods for mowing, etc. inside the fence.?ÿ Literally, a shitty way for a child to drown.
