I downloaded a plat (PDF File) from a local County Clerk of Courts website. I can't figure out how to zoom into a particular lot so I can print it out. I'm using Windows 8.1. Any suggestions?

Using your PDF viewer you could zoom up your view to what you want.
Then scroll around to find your area of interest.
Hit alt-printscreen, open up MSPaint and copy it there and save it.
Then double-click on the saved image and print it from there.
I know it's a big hoop-jump but might work.
I've had Win 8.1 for well over a year and absolutely hate it.
It does not belong on a desktop. MS really screwed the pooch on that one!!

The versions of Acrobat Reader I've used have a zoom or magnify feature to show only what you want on the screen. When you select Print you can select "More Options" and check "print current view" to get that instead of the whole thing.
Under EDIT, click on "Take a Snap Shot". Window the area you want and go from there.

I do exactly what Bill says, only I use NitroPDF.
Works great.
Using Adobe Reader XI, I couldn't figure out how to fill the entire printed page with Marquee Zoom. I used Take a Snapshot and copied the image to MS Paint. The image filled more of the printed page, but not all of it. Any suggestions?

There is a selection to "fit page"
That will fit to whatever size of paper you have chosen.
Just to add another solution 🙂
I use PDF-Xchange by tracker software.
It's a freebie that works great.
You can easily zoom in and out by holding the ctrl key and rolling your mouse button.
then when you print select print current view and fit to printer margins.
It will also let you export to a tiff that can be easily inserted to Cad.
And it has great markup tools for adding text (Filling in a form) or
just general drawing lines, circles etc....
I prefer it to adobe.
