I think many departments went thru a stage where quantity was more important than quality.
Also, not all departments had the best equipment to work with. I can remember managers and owners that were very much against change.
That looks like it may have been taken from an electrostatic copy. A person had to be part magician and use some very volatile cleansers more often than wanted for them to make readable copies. Trying to microfilm the reflective surface helped degrade the readability.

I agree Dave and you may recall that I was requesting any citation that said the ROW is always at the record distance............and I have not read anything yet that states that.

I use LR as a tool to anylize the data.
The only time I will show its results would be to maybe show and note as the general direction of a feature line such as a row of trees or fence that is not exactly straight.
Never to calculate where a boundary should be.
The only time that I use linear regression is for a stone wall so that i can find a line that is straight but still within the width of the wall... typically I'll use 0.5' within a straight line, and the bend it if it varies more...
