Plat Corners

Kindly excuse my ignorance on the subject of plat and subdivision law in Florida, but I don't see the necessity in replacing property corners with concrete monuments just because a piece of land gets platted. My coworker said that a concrete monument is more substantial than an iron pipe or rebar. I thought it was a surveyor's duty to perpetuate property corners.

Florida Statutes chapter 177, section 177.031 sez:

(13)‰ÛĉÛÏP.C.P.‰Û means permanent control point and shall be considered a reference monument.
(a)‰ÛĉÛÏP.C.P.s‰Û set in impervious surfaces must:
1.‰ÛÄBe composed of a metal marker with a point of reference.
2.‰ÛÄHave a metal cap or disk bearing either the Florida registration number of the professional surveyor and mapper in responsible charge or the certificate of authorization number of the legal entity, which number shall be preceded by LS or LB as applicable and the letters ‰ÛÏP.C.P.‰Û
(b)‰ÛĉÛÏP.C.P.s‰Û set in pervious surfaces must:
1.‰ÛÄConsist of a metal rod having a minimum length of 18 inches and a minimum cross-section area of material of 0.2 square inches. In certain materials, encasement in concrete is optional for stability of the rod. When used, the concrete shall have a minimum cross-section area of 12.25 square inches and be a minimum of 24 inches long.
2.‰ÛÄBe identified with a durable marker or cap with the point of reference marked thereon bearing either the Florida registration number of the professional surveyor and mapper in responsible charge or the certificate of authorization number of the legal entity, which number shall be preceded by LS or LB as applicable and the letters ‰ÛÏP.C.P.‰Û
(c)‰ÛĉÛÏP.C.P.s‰Û must be detectable with conventional instruments for locating ferrous or magnetic objects...

If the location of the ‰ÛÏP.R.M.‰Û falls in a hard surface such as asphalt or concrete, alternate monumentation may be used that is durable and identifiable.

Then on top of that every county and every municipality seems to have their own further additional requirements for plat monuments. So even if your proposed plat corner falls exactly on a venerable existing monument, it appears that we are mandated to reference it off, rip it out, and replace it with one of our own monuments with the proper markings.
