Pipe Network in a Data Collector???

I am wondering if there is data collector software out there that will do the following:

Let me describe structures, with all ie's, and the rim, and allow me to connect the pipes between structures. Then allow me to access reports to check myself and the engineer's plans, and then allow me to stake it out using those structures pipes in a workflow that makes sense...
And then...allow me to create useable cutsheets in excel from the data.

Carlson Field running on a windows platform. You can do it all in the field, including spreadsheets if you install MS office. I think I like this model better than the "Toughbook". You have to be careful of the atom processor I find it gets overwhelmed when you have too many programs running.
