Does anyone have any reference, oral history, or potential lead on learning the origin of this type of monument?

Could be a holdover from mining applications.
In Medford Or. we still have some "Lead Shotgun shot" (Single piece of #4 shot set in curb) as center line ties from the early 1900's. Good luck finding that on painted curb. I have also found a lead plug with an LS # stamped in the lead from the early 1900's in Pasadena Ca. area.
As far as history I don't have a clue but it sure seems like a reasonable method of monumenting a point on the earth. Jp

In So. Cal it is a common practice and has been for decades. I've moved away from using lead for a lot of reasons. I like using anchoring cement from Quickcrete. It has a fast setup time and is much less toxic. Has better adhesion too.

I don't know about the use of Lead in Survey Monuments in Ancient Rome, but I know that they used Lead to sweeten their Wine (which might explain a LOT).
