Now, I am NOT setting you up. So, in the name of full disclosure, here is the EBAY ad it came from:
http://www.ebay.com/itm/F8-RARE-antique-surveyor-tool-vintage-Grossmann-Tru-line-Scope-St-Paul-Minn-/291388134144
And, I have no good ideas what it is. (I do have some bad ones...)
But, what is it?
Thanks!

Could be. And the string is to hang it around your neck.

With name like Tru Line, I'm thinking line.
Fence, chaining, clearing, setting trav points. This version even had a secondary site over the top:
https://www.worthpoint.com/worthopedia/vintage-grossmann-tru-line-surveyors-1803153325
The appendage on the top likely encloses a short level vial; there will be a mirror inside the scope to read it. I would think it to be too short to be useful.
I found a link on another one that speaks to stadia - I figure it was a tool for leveling, so you can keep your FS / BS the same
