I think most licensed land surveyors in California are well aware of their function...adjudicating adverse possession cases is simply not within their rights or responsiblities. I fully concur that land surveyors are expected to know the law.
Knowing the law and practing the law are 2 entirely different matters.
Transfers that occur by means of unwritten rights.....DO NOT PROVIDE MARKETABLE TITLE.....
It is very important that the surveyor understand what problems they can fix and which ones they cannot and to provide sound and proper advice when in fact there are title issues that must be resolved....

Locate the original survey lines from the GLO. Nothing short of doing this is fraud. If you can't locate them in 15 minutes or less then they are lost so single or double proportion from what ever you can find and accept in the township. Just remember the senior pure aliquot lines absolutely control, even if landowners have used something else for centuries, doesn't matter as the fundamental rules control and you must fix it. Ignore all case law, the judges just don't have a clue.

Once you have it all relocated from the original surveys (or proportioned new ones) and conveyances (kitchen table descriptions) and have properly done the math, you'll probably have the lines going all over through the buildings and such. Just sit back proudly as you've just proven how everyone else is so stupid and you are so smart. These folks just been waiting peacefully for decades for a surveyor to come along and straighten it all out. You've not only protected the living public but also all those in the cemetery that was cheated during the last 100 years.

Remember to wear your flak jacket and concealed carry permit and use your armored vehicle. Also better have a good solid contract or you may have a problem getting paid (even better get cash up front). Sometimes being smart is not all that lucrative.
