When the cost of entry to a new measurement technology is very high we see some early adopters turn into itinerant technicians in order to pay for the equipment, state laws be damned. It was true with GPS in the early days, and it looks like it's true of terrestrial LIDAR now.

He may have gotten annoyed after I left, but he had no clue of my concerns. There wasn't much "line of questioning" going on. I was representing the sellers interest, he is working for the buyer. He let me ride along to see what the scanner does and we had a pleasant chat all afternoon. I approached the subject of licensed supervision at the end of the day by asking if the company had one or if they might be interested in hiring another as I may be on the market very soon.
Profiteering is one name for it. Send the unskilled to do the dirty work of the possessor of the corporate throne with the proper wall hangings.

An under appreciated musical instrument as well. It is my second favourite string (next to the cello, of course).
This coming Sunday I will be attending a select citywide symphony orchestra performance that will include my grandson and his viola. Not too shabby for an 8th Grader. I'm not sure where he acquired that particular talent, but I know it wasn't from me. I'm a singer, not a player.
