More Bureaucracy in Florida

Don‰Ûªt know what they are going to do with all the info, but I‰Ûªm sure it will keep some people employed trying to figure out the whole deal. Since we are a non-recording State, I‰Ûªm not sure of how this new legislation will be of any benefit.

"Good Afternoon,

Effective January 1, 2017 a copy of each elevation certificate completed by a surveyor and mapper shall be submitted to the Florida Division of Emergency Management (FDEM). The Florida Statute 472.0366 requiring such submission is listed below.

FDEM worked with representatives from the Florida Surveying and Mapping Society, the Florida Board of Professional Surveyors and Mappers, and the office of Florida Senator Brandes to create a solution to meet the requirements of the law. A user friendly database has been created where you may now easily upload a copy of your certificates:

472.0366‰ÛÄElevation certificates; requirements for surveyors and mappers.‰ÛÓ

(1)‰ÛÄAs used in this section, the term:

(a)‰ÛĉÛÏDivision‰Û means the Division of Emergency Management established within the Executive Office of the Governor under s. 14.2016.

(b)‰ÛĉÛÏElevation certificate‰Û means the certificate used to demonstrate the elevation of property which has been developed by the Federal Emergency Management Agency pursuant to federal floodplain management regulation and which is completed by a surveyor and mapper.

(2)‰ÛÄBeginning January 1, 2017, a surveyor and mapper shall, within 30 days after completion, submit to the division a copy of each elevation certificate that he or she completes. The copy must be unaltered, except that the surveyor and mapper may redact the name of the property owner."

This is supposed to save the people of Florida money when shopping for flood insurance. Ideally, the elevation certificate on file with the State can be used over and over (forever maybe?) to purchase flood insurance. I'm sure nobody will modify their structure after the Elevation Certificate is filed. Sorry Florida Surveyors, the gravy train is coming to an end.

Oh, and by the way our professional association just raised their dues. I'm ok with raising dues, but I think they should have done it after a legislative win, instead of this.

At least until the next Map and/or Elevation Certificate revision. The State may require you to file them, but it is up to each Insurance Company if they wish to assume the risk of using an old elevation Certificate or require a new one.

Dan, I wish that were true! I've seen people use FEMA's that were completed in 1997! This just made our documents available for use by anyone at anytime.

Shouldn't the government (FEMA) ALREADY have our forms? Seems to me they are simply making US do the work to scan and upload them. And we can all plan on getting questions about our work FOREVER now from ANYONE that stumbles across the public website. Fan-freaking-tastic.

It will be annoying for sure, but possibly a good way to sell them an updated elevation certificate.
