The NG is extremely active in disaster relief and mitigation. They've probably been mobilized for weeks down on the Miss'sippy bolstering levees and helping out with evac duty. They are generally called active by the Governor of whatever State in which they reside.
I don't think that water needs guarding really....i don't want any of it. They are just making sure the water leaves the State quick...and takes as little as possible with it.
