The architect site plan shows 21 ft to edge of pavement. But it??s about 17?? as-built. So loosing 4??. I think the foundation may??ve been staked 4?? out, and 4?? low. And the street grade assumed level, instead of the 13% grade of the hillside development.?ÿ
I'd like to see the stakes for the footer/foundation and see if the work matches the stories left behind.

The construction began several yrs ago. The contractor abandoned it when it was not even 1/2 finished because the buyer backed out when he saw the f??up

My biggest concern was when you mentioned it was open to the Oregon Eugene climate for so long.

There was some mitigation, but by and large, out of sight out of mind. It was inspected by the city, but dunno what level of disclosure will be presented to a buyer.
And there??s no street parking, only guest lot is quite a long walk away. So, if 2 in the garage can be sorted any guest can??t park alongside.
Someone will probably buy it with a 2-3 year idea of selling, imo.
The current owner bought it unfinished, partially framed, specifically to flip, assuming it??ll sell at a profit. So to avoid going underwater he did the min. And I believe the flipper bought it sight unseen.?ÿ

Y??all understand that no matter if the plans were: screwed up from the beginning, the contractor has dyslexia, the grader operators Great Grandmother died (for the third time this year) thus causing him/her to grade the wrong lot, etc..yada, yada??

Dunno. The driveway access isn??t hidden, so beef would be if it doesn??t meet code and if the city issues an occupancy permit.
What??s going on with the integrity of the framing now hidden is another future issue I suppose.
I only posted this cuz the site plan didn??t reflect the topo and the proposed location of the house makes the garage access a real problem.
Just comedy of errors on what should??ve been an $800K house, and no one hit the brakes when the foundation was formed for concrete.

I mean,c'mon. How expensive is it really to just reengineer the foundation and just jack up the structure for level with the road, disconnect and adjust the utilities, and and and .... right.... ??? ???ñ?ÿ
