Here's the situation:
Approximately a dozen lots were filled to a few feet above the bfe and homes were constructed on them. Now the developer wants to do have the filled area removed from the flood. What is the easiest way to do this? Can it be done the way I've done it in the past by just locating where the actual bfe is on the ground and describing that new flood boundary via metes and bounds or will el certs be required for each new home? The paperwork is a bit more confusing than what I recall last time I did one....which admittedly was several years ago.
I would do a LOMR-F on the area with a metes & bounds of the area you are wanting removed from the flood zone which may or may not reach the BFE. We have done this on subdivisions before in order to remove the lots from the flood zone and to avoid the pain of elevation certs.

You have to show the impact the fill had on the base flood elevation, if any. Generally speaking, this requires hydraulic analysis.
Is there a regulatory floodway involved?
If one has not been established a MT-2 or a 'no-rise' is required. If a floodway has been established and your floodplain fill is only in the 'fringe' (not encroaching into the floodway), use the MT-1 form.

If the lots are platted I would use a “Lot/Block” description as opposed to a metes and bounds so as to avoid confusion in the future. Especially with Title Companies.
You will have to provide an elevation certificate for each house.
