Which agency is responsible for establishing the centerline of ROWs ? Is it an agency at all, or would private practitioners create these on occasion, or routinely ? I understand it is a PLSS cadastre, does that have some bearing on this ?
A local governing body such as the Board of County Commissioners, City Commission, or other applicable government must approve and accept the plat for public recording, after having met certain statutory and local requirements.
This typically occurs after internal departments usually comprising the development review committee have
reviewed them for local ordinance compliance.
? Creation of uniform tracts of lands, useful for residential or commercial development; typically governed by zoning and/or land use regulations.
? Designation of roads or other rights of way, ensuring that all subdivided property has access to a public right of way.
? Creation of utility, drainage, conservation, or other easements. Having these easements on the face of the plat makes them easy to find and refer to.
? Dedication of land for other public uses, such as parks, conservation, stormwater retention, etc.

Florida is a state of many differences, so I can only speak for my region, the Palm Beach/Martin county areas. Although, the state is governed by the specificed minimal technical standards, other areas may layout or plat differently. Centerline baselines are typically created with the plat. Once the plat is created and the subdivision construction starts, the subdivisions are built upon the centerline layout. Typically, the platting surveyor/outfit is responsible for layout of PRM(s) and centerline PCP(s) "Permanent Control Points" and there is typically a stipulation in the contract that upon R/W completion, as in final layer of asphalt in place and all main utilities, the surveyor/outfit is bonded, financially and legally to replace all CL monumentation. Whether or not the outfit follows through with that is up for debate in some instances, and the high end subdivisions do not like their new roads chipped up for the originals. The vast majority of plats reference CL as the governing control from R/W monumentation. The plats that have had CL reset typically reset the points of curvature and or the points of reverse curvature. Other than that, it is up to the next crew to set the point on line at the designated lot. If the centerline is not platted, it is secondary to R/W even though it was most probably used to layout the R/W.
It is the private practitioner/outfit's responsibility to maintain the centerline of R/W. Though, errors in the R/W sometimes inhibit the ability to confidently re-set centerline control to be relied on.
In PLSS lands outside of platted subdivisions such as where I live in Jupiter Farms, the main roads are run along the section lines which became the centerline of the road, and the side streets are broken down from there, and ownership is to the centerline of the road with a 30' ingress/egress easement on both sides creating a 60' R/W. The main road(s) R/W is 80' and is governed by section lines. Every survey requires digging up the road for centerline control in that instance. In that regard, centerline is maintained again by private practitioner from PLSS corners.

Do you mean creating new ROWs or establishing the centerline of an existing ROW?
It was early and I was kind of thinking out loud. I Google street-viewed the Florida boundary post from the other day and there was paint-ringed potholes at a number of intersections. If they didn't get mentioned in the original plat, I wondered how they showed up.
