This is about the easiest way I have found to import a "seal" image to an elevation certificate from FEMA in WORD.
1. Open your document in Word, then use "Save as..." to save it in ".xml" format.
2. Open the .xml file in wordpad, notepad, or other text editor .
3. Search for the string w_enforcement="1" (or w_enforcement="on").
4. Replace the "1" with a "0" (or replace "on" with "off") to disable enforcement. (This step unlocks the document.)
5. Save the .xml document from your text editor.
6. Open the .xml document in Word.
7. Choose "Save as..." and save it as a .doc or .docx file.
8. You can “re-lock” the document by changing the “0” back to “1”.
Your original (FEMA) Word document can now be edited in a normal fashion and an image of your professional seal can be placed in the "seal" box.

In Word 2010 you can switch to the Review tab at the top, then at the far right side there should be an icon that says Restrict Editing. Selecting this icon will allow you to turn off the protection and make your edits. I suggest that you toggle the protection back on after you finish your edits to prevent catastrophes while filling in the form. I use this trick to change the number of characters allowed in fields like the Comments section where the default does not allow you to completely use the space provided.

As I mentioned, I highly suggest making your edits then re-protecting the document before trying to fill it with data. Bad things happen when you try to fill a form like this while its format is unprotected.
I agree! ALWAYS LOCK IT BACK! It only took me about three minutes to completely ruin the whole form.
