Is it really that big of a problem? If the corner circles were marked with something permanent seems it would be sort of simple to me, just go find them.
So what if you can't define the center of the road or the edge of the ROW at the 0.01 foot level. I suppose if the roads were abandoned then it might be an issue but other than that who cares? You are going to find the roads when you drive in there (ain't like they are obliterated). I can see them in the picture.
If all else fails and the math don't blow up yer skirt you might fall back on state law for establishment of boundaries (it's been 50 years for that to happen). That is if your state allows for such reasonable madness! Then it gets interesting and a challenge and due to the cost you probably won't be asked to do the job.
