For the benefit of anyone who is interested in the history of Texas surveying, here is a link to A Brief History of the Regulation of Texas Land Surveying (48Kb pdf).
While we tend to think of licensing laws as being fairly modern in origin, review of history shows the land surveying was as a practical matter probably more highly regulated in the 19th century than today.
