I am considering the purchase of a CHC 91 rover with Carlson SURV CE on the Getac controller.
Has anyone had work experience with this instrument, the controller or the survey software to advise me on the purchase.

make your own antennas, it's cheaper. computing baselines is a little more challenging...
never used one, so no help here. what does a system like that cost?
less than a nickel per unit, if you get your tinfoil from Dollar General.
i am making a new set for picking up Galileo and Compass signals, too. for that, you need some of those rubber bands that bind up the broccoli at the produce mkt. for Glonass, you need one of those hand drill type egg beaters

Make sure they're the purple ones from the asparagus. The blue ones on the broccoli have a tendency to pick up interference from the P36 Uranium Space Modulator.;-)

For a serious answer...
I use SurvCE on an FC2000 every day. I have experience with TDS software about 6 years ago, so I cannot give you a head to head review.
Pluses:
It works.
Carlson has responsive customer service that knows what you are talking about.
Field to Finish/Line Codes/etc are fast, flexible, accessible, in a word: excellent.
Updates are easy.
Minuses:
Last time I checked, the documentation for the current version still relies on a combination of last version's manual with various release notes.
This means that some of the features are buried in menus and checklists so...
Sometimes you find yourself asking yourself, "Now where do I turn that on/off at?"
