The question is what scale factor is it? Is it the elevation factor, the grid factor, or the combined factor? NGS data sheets use the term "scale factor" to mean the grid factor. You need the combined factor to get to ground from grid. 

I think the convergence and scale factor are there as relics from the pre RTK days to help surveyors get on the state plane grid. If you were traversing you could use two points with info like this to get on the grid and report geodetic or grid bearings and distances. 

....The whole idea of state plane is outdated if you ask me though....
