i am doing an elevation certificate for a restaurant that is partially on land and partially on pilings over water. do you put the LAG as the elevation of the ground under the water's surface? (which happens to be about 5 feet +/- below the surface water elevation) or the grade beside the building that is not on the pilings side?

We just did one similar but there was some rock about 6" above the water line so we held that. Call FEMA, I find them pretty helpful.
