It used to be when I downloaded a FEMA Flood Map from the Map Service Center a world file was included so the image could be placed in the correct geospatial position. Recently I have notice that the downloads no longer include the world files.
Has anyone figured out a work around on this?

How Long has it been since you did that very process? Its been a webapp based in ESRIland for years, and not perfect but tremendously improved except when its not working that is...
I just downloaded the map in an area where I'm located and the PGW is there, maybe you're looking for data that is incomplete or that has been decremented or phased out?
