I have a guy who is about 0.4' low across the back of his house. He wants to put a raised frame planter across the back about 3' wide and 1' high to get him out of the flood plain. It would not be attached to the house.
Would that do the trick or not...
Any thoughts?

I would think not as it would constitue "fill" that was not present at time of panel creation. Might require a LOMA-f if he does so.
