This is in reference to an Elevation Certificate for an existing residential house.

The living room area, approximately 500 sq ft, is 0.8' below the "main" finished floor, and 0.1' below the LAG. My first thought was to call this a Diagram 1B or Diagram 3, but in reading the FEMA literature, it looks more like a 2A since the "basement" is 0.1' below the lowest grade on all sides.

Thoughts?

I would call it a 4. It's definitely a split level so that's either a 3 or 4. Since the bottom floor is below grade on all four sides that makes it a 4. In my opinion.

That makes sense. It just seems like such a small area to throw it into split level territory so I was hesitant. Thanks for the perspective.
