Yes, the C2(h) has been on the forms for the bottom of the stairs for quite a while now.?ÿ That's not necessarily the same as the LAG.?ÿ
I don't know if c2(h) critically affects the insurance rate, certainly not as much as the finished floor or Lowest structural member in a V Zone.?ÿ ?ÿThe building is still "rated" by the FF, as far as any insurance agent I've ever dealt with.?ÿ ?ÿAnd if the AC deck is below base flood, it's not a deal killer, just affects the overall fee matrix.?ÿ?ÿ
I've never seen stairs detached from the structure or been told by any insurance agent that that would remediate the cost of the policy.?ÿ ?ÿ ?ÿUsually, people need to add vents for enclosures at ground level or raise their AC compressor deck.?ÿ

PS...?ÿ I don't think I would want to certify to whether or not the stairs or decks were structurally independent of the house, at any time.?ÿ ?ÿNowhere on the form does it ask us to determine that.?ÿ I'd refer them to a structural engineer.?ÿ?ÿ
I guess it all depends on the definition of "attached".?ÿ I've always told people that the steps have to be structurally independent and not attached to the house, but butted up against it.?ÿ I suppose you could make that argument that if the independent steps were ripped out of the ground, there would be damage to the foundation of the house, but I don't go that far.
