Any ideas on how to get a project surveyed 9 years ago using site based coordinates (foe example 5,000.000/5,000.000) converted to Florida State Plane Coordinates?

You will need to survey in two common points and then move the site base coordinates to the new points and rotate to the bearing between the two new points. And pray and hope the scale factor isn't a issue.

Sure! You occupy at least two, preferably three control points from the original job and THEN scale, rotate and translate and Voila, you're on the grid.

A low down dirty method would be to use Google Earth lat and long at say a few intersection points or something else identifiable and repeat, but it can get ugly but get you in the ball park.

Depends on size of survey. The larger the area, the more complicated it becomes.

Very true. Ideally you would want 4 points for X & Y and 5 for Z. But more would be better. My answer was just a quick way without scale factor.
