I recently purchased a new computer and am trying to install Windows Mobile Device Center to communicate with Carlson Surveyor+.
The download works fine until the end when I get a message the the device is not plugged, when it is.
The WMDC is listed in the Programs but it will not connect.
I have tried both Dell and Hp, Windows 7 Home Premium and Professional, and a new cable and all USB ports on the computer.
Anyone have any ideas?

Are you trying to communicate from within SurvCE or from the desktop of the Surveyor +?

If you were trying to connect with the Carlson Xport I was going to suggest making sure you had activesync as the comm port. It is a little hard to see as it is at the top of the list and you need to scroll all the way up.
From the Desktop Windows 7 should recognize the mobile unit and open the connection program that replaced activesync. Since it is a new computer do you have a way to confirm the usb port is working i.e. plug in a printer.
I used ActiveSunc with XP, but with this version you do not need activesync.
I have setup several Carlsons on Windows7 and they have always just connected. I am home so I don't have a unit to look at but I can't think of anything you need to set on the carlson to get it to connect from the desktop.

Uninstall Windows Mobile Device Center and then reinstall. Worked for me.
My Carlson Surveyor+ connected just fine at first to my Windows 7 Professional (maybe business too)... and then it just stopped connecting. I was on the phone with Carlson for hours over a couple of days trying to figure it out. We both just gave up on it. Luckily I'm kind of old school and I can just download ascii points as a .txt file via a USB thumbdrive and be on my way. I also shoot my raw data files (rw5) to the thumb to put into my Carlson CAD package for editing and adjustment. It's just something you get used to doing, or at least I have.

I just went through a similar situation.
We transitioned to Win 7 and what a nightmare.
Our IT people had no clue what to do with our equipment so I was on my own.
We have an Allegro with SurvCE and it would not communicate.
Check your COM ports #'s.
The Collector has t be set as well as the PC.
We ended up using Carlson XPort and now it is slick.
We did try WMDC to no avail.

presently using Surveyor+ with new Win7 system connected through the Carlson Xport module in the new Survey 2013 desktop software. No issues, although I did have to install Windows Mobile Device Center. Even using Xport, Carlson still piggy-backs WMDC. I did have to make sure my port was set in Xport to USB. Beyond that, no issues with uploads and downloads... yet.

2. As suggested by Carlson Knowledgebase Article 496:

3. As a last resort, you could try unplugging each of your USB devices from your computer and then removing the USB controllers from your Windows Device Manager. I'm going to leave the details about how to do this sketchy as this process shouldn't be unabashedly followed nor performed. In theory (and once the computer is rebooted), Windows should re-add the USB controllers as they are re-attached to your computer which might resolve the problem and allow the Windows Mobile Device to connect.
I would also recommend temporarily disabling any Spyware/Anti-virus software before trying to connect. I would have to continually disable PC Doctor for 15 minutes while connecting any device to WMDC. Even after adding the programs to a safelist, PC Doctor would block the connection.
