I wonder what solution is best for open pit mine operation. A complete solution is preferable. Leica and Trimble provide packages (hardware + software). Which of the two is better?

Neither of those.

I would think your best effort would be with Maptek.
But then again, I don't know what you are trying to do.
It has been a while for me to work in a mine, but that is my advice.
