A tale of two jobs

Job A is a construction project set to begin in the fall, we've had a long involvement with the user group that owns the site.

Job B just showed up, it's close to being the exact same job, starting at the same time, and has a similar ownership structure.

Because of some not too friendly contacts with the powers that be, Job A will be privately financed and we are going to do the work, no bid, an estimate and it's a continuation of our involvement.

Job B has federal money attached to it.
We were sent the file to bid.
There were over 800 pages of information (lots of alternates), stripping out the surveying portion out of all the paperwork took bit of time.

Even though Job A and B are identical the budget for Job B is 4 times the budget for Job A (what's an elephant? a mouse built to government specs.).

Job B came with some interesting specs. 0.01' for elevation accuracy, all surveying data in hard bound field books, ect.........
I'm sure we've all seen these types of requirements.

I think the bid process for that job will be pretty simple....................

Boilerplate requirements copied and perpetuated beyond their usefulness. Reminds me of the time in the 1970's when government requirements specs for the radios I was bidding asked for a single page schematic diagram. That might have worked in the 1950's, but these radios had about 23 foldout B-size pages for schematics. 🙂

Someone thinks up these specs, it gets into the system and you can't ever change it.

Not to quibble, but for "A Tale of Two Jobs" shouldn't that have begun:

"It was the best of jobs, it was the worst of jobs, it was the request of wisdom, it was the request of foolishness, it was the RFP of belief, it was the RFP of incredulity, it was the proposal of Light, it was the proposal of Darkness ..."
