Before the survey, where is a good site to download higher quality...max detail...topos with legible contours. I'm located in TN. The cities and some counties have good services but where they aren't available they're poor quality and hard to read. I belong to TNGIS but they refer you to USGS.
I have ArcMap 10.2.

What part of Tennessee?
My county has new, high resolution aerial photography with 1 foot contours. I don't believe the data is free, though.
