Surveying the north line of a F.O.C. (Final Order of Condemnation) as the south line of the subdivision he was Surveying. The F.O.C. parcel is owned by the State (which condemned it).
The weird thing he did amounts to 2' less for his client and 2' more for the State then you would otherwise expect on one end of a line (I am oversimplifying somewhat). His map also puts a kink in the east-west centerline of the section (the south line of the F.O.C.) which also benefits the State.
There are monuments to this on the north line of the F.O.C.; a 1-1/2" pipe up 1.5' on the west and two 1/2" rebars on the east (either side of a north-south road). It has been monumented like this since 1961.
This is foothill; all lots bigger than 2 acres, no fences, the property owners often have just a vague idea of the boundaries. Lots of brush, etc.
I am going to go pick up a monument at a key point to the north to see what the section breakdown looks like. I think I can get it with GPS. The file is at the office, I can't remember what it represents (the monument) but it was set by the C.S. in the early 1950s.
