6 years ago a client wanted to do some work on his land and came to me, the local water supervisor had come up with a plan to water some land, it involved a complicated and expensive process and I argued extensively to no avail to not proceed with it and do another option (call it option A) which was much cheaper and way more effective.
I was told in no uncertain terms that my option A was unworkable because of historic reasons.
No amount of arguments would disabuse the regulators of their opinion on the subject.
The client is no dummy and he has resources, so he decided to go the expensive route; we did as asked, filed all the paperwork, laid out the construction and kinda forgot about it.
I get a phone call from the client and he says the new regulator had contacted him and asked him why he wasn't doing option A since he had the right to do it and it would be so much easier, and cheaper,,,,,,,,,,,,,,,,,,arrrrrrrrrr!!!!!!!
Turns out he never finished the construction anyway; deeming it too expensive.

I'd have guessed one rung lower .... a bureaucratic engineer.
Now, now, fellows. We engineers are great people. Please note how the European engineers have a slightly different term used which is closely tied to the words 'ingenious' and 'ingenuity'. At least American engineers are a bit more modest about our brilliance.
