Not necessarily, but my method was to vote for those from States with higher degree requirements and larger scope of practice (subdivision road and drainage, etc.). Depending on your views you may wish to do the opposite.

Put all the members name in a barrel and pick them for the offices.
Everyone is licensed and is qualified.
There could be some hardship exceptions but they should be few.
Just tired of the format as it is. There always seems to be a few chosen ones so let a lottery decide the leadership.

I can offer the following:
Tim Burch has served as our IL representative to NSPS for several years; has been active in participation with their meetings and kept us informed of activity within the Society and their actions taken on our behalf.
For Secretary, Tim Burch; and I am sure all the candidates have represented our profession in the highest manner.
