It has been a few years, so I'm gonna shoot from memory...
I had the same trouble. Rather than clicking "run" on the program to be downloaded, I SAVED the executable to my desktop. After it was on my local drive I right clicked on the icon and chose "Run as Administrator". I believe that worked.
Isn't XP already in WIN7 Pro? Can't remember since I have moved on to WIN10, BUT as I recall it was built in, BUT maybe I did have to download?
No such thing within WIN10, although I have sort of got XP running in WIN10 via Hyper-V Manager where you can manually install any OS in a virtual environment. Never figured out the connection to the host and thus the outside world so can't activate my XP. It is getting harder and harder to keep some of the old stuff running on new hardware and O/S.

Thanks everyone....got the Windows Virtual PC and Windows XP mode loaded.....
