Found the solution on the Autodesk Discussion Group:
type -DWGUNITS and say NO when it asks about scaling.

Nope. DDUNITS had no effect on this issue.
The command is -DWGUNITS (with the leading hyphen)
I had to save my workspace to make it stick.
