I know nothing about this format, except what I've googled today.
We are considering a project where this format is the deliverable.
We do not use Pathfinder units. Is there a method to convert our SurveyPro points and attributes to this format?

Are you certain that is the deliverable? To my knowledge the data dictionary wouldn't contain any of the GIS data, only the feature/attribute structure of what is being collected. Typically the deliverable would be a GIS format like shapefiles, geodatabase, etc.

The data dictionary certainly would be a deliverable. That enables the client to maintain the data in the same format as it was collected.

Do some more reading. The data dictionary is not actual data, but a formatted menu structure that prompts the user to collect all necessary attributes in a systematic and uniform manner. Certain attributes can be set as required prior to storing the feature/point, others can be optional.

For example, the drop down box for the attribute for the field "culvert dia" might include the options for 12, 14, 16, ect. instead of the user entering 12 inch, 12", 12 inches, OR 12 INCHES, ect. ect.

The database need to be consistent to be useful. In the future, when new culverts are installed the client wants to be able to load the data dictionary into their GPS unit and capture the attributes consistent with how you did it originally when the database was created. It needs to be so simple that a teenager can do it properly.
