I have some as-built topo of a pond that one of our inspectors did with the contractor's Topcon rover. They supplied me with a PT3 and MENC file of the work, but I can't figure out what format it is, or how to use it.
I have Civil 3D, Carlson Survey, and TBC. None of these programs want anything to do with it from what I can tell. Does anyone know what to do with these files or a way to make them useful to the above-mentioned software?

The Topcon PT3 file is a point file. You will need Topcon Link or a similar conversion utility to turn that file into an ASCII file.
A Google search indicates that the MENC file may be an image file. Not sure what you are supposed to do with that.
That is a point file in Topcon Pocket 3d format.
It can be read with and/or converted to an ASCII format using Pocket 3d, TopSurv, Topcon Tools, Magnet (Field, Tools, or Site.) and Topcon 3D Office. I have all of these.
Send me the file and I will convert it to a text file for you.
