Well, this is encouraging!
Getting ready to make a slew of measurements to determine direction accuracy of my instrument, and had a brainstorm regarding getting data stored on the instrument at least (don't have, can't afford Topcon Tools):
Forget setting the observation point, the backlight point, etc...I just created a file, went to "Data Collect", and started measuring via "FS/SS"...I numbered the first point (Point #1), and from there, the point index number increments automatically, and I have the data captured.
If nothing else, I can go back and review the data on the instrument and use it as a check for my field book recordings. It works, and it's not all that complicated.
Without a data collector and software to transfer the data, at least I have figured out how to use the TS as an electronic log book!

It gets even better...
Using Topcon Link (which is free), I tried exporting a "Topcon XML-TS Obs" file, then using an XML-CSV converter I found on line, I'll now have all my observations in Excel, nearly ready for "the last mile" into Star*net!
Still trying to figure out the vagaries of the Topcon software in the instrument, but this is huge for what I'm doing at the moment.
