I assume you are talking about the Army Corps of Engineers Cad Standards, V4.0?

https://cadbim.usace.army.mil/CAD

Everything that you need is there. Manual, templet files and block libraries.

The nice thing about these Standards everyone keeps talking about is they are so flexible. We each get to have our very own standard. 😉

On a more serious note, there are multiple National CAD Standards. (Hey I didn't say it made any sense, there just are.)

One group (The Building Smart Alliance) is working hard to promote their version of the National Standard. But there is a catch. You see, in order for them to actually tell you what the standards are, you must pay them. Not a nominal fee pay them, a rather large pay them, fee.

This is from their website.

NCS V5 Single License
A Single License allows one to two employee(s) of your company or organization – within a single office at a single location – to access the NCS. You may make one printed copy of the NCS for your company or organization.
List price: $410

NCS V5 Site License
A Site License allows ten or fewer employee(s) of your company or organization – within a single office at a single location – to access the NCS. You may make no more than ten printed copies of the NCS for employees of your company or organization.
List price: $1,050

NCS V5 Enterprise License
An Enterprise License allows more than ten employee(s) of your company or organization company-wide – with multiple offices but a single domain name – to access the NCS. You may make unlimited printed copies of the NCS for employees of your company or organization.
List price: $2,800

That's right. The National Standard is a secret unless you pay them. Plus, even if you do pay them you can't tell anyone else the Standard.

Anyone besides me see this as a scam designed almost exclusively to get money out of our pockets?

Yea Larry, that's a hoot. They must be pretty proud of whatever they have.

At those fee's, maybe it includes the completed CAD drawing & file. So in essence it's not so bad...:-S

Those supposed "standards" are usually so freaky that they cause the user to spend an inordinent amount of time using them. Moast are terrible if you which to do a change layer from the keybord. To me, if a layer name is more than 5 characters long, you are wasting too much time.
I made or company standards. I used the KISS system. Each layert ID tells you what is on the layer. Our clients seem to like what we did and tell us that our drawings are very easy to use and work with. Besides, if they don't like my layer names they can change then to whatever they want.
