I cannot seem to make this command operate as it would in Autocad. I was hoping for some guidance. After initiating the command, designating the R value and then picking the 2 lines that I want to connect-nothing happens. Any body have any clues/help.

Check the trim/ no trim setting.
I am not sure where those TRIM/NO TRIM settings might be.
However, if I initiate the command and select SETTINGS then a dialogue box appears and I can pick and choose several things.
A curious things happens when I choose a radius of say 5 feet. It draws as you would expect. Then if I pick a radius of zero(0)and then pick my lines, I get a warning of "HANDLED EXCEPTION". Then if I choose a radius of 0.001 it draws as expected. I then go to the settings dialogue box and voila-radius = 0. I suppose that is how I am to do it?

You are working with 3D lines. Flatten the lines and fillet works.
I am only in 2D presently and it seems if I enter Radius_0(Zero)-no workie and if I enter Radius_0.0001 it works and the ending coordinates of the lines are the same. It just doesn't like zero for some reason. BTW, if I enter radius of 5 , a 5.00 foot arc is created btw the lines.
One more thing: I created 1 line via Bearing/Distance polyline and the other line as an offset. I think maybe the software handles these two lines differently and cannot or will not connect them. Just guessing.
Sounds like you are trying to fillet parallel lines. Can't work with 0 radius.
It turns out I have a std. line and a polyline that cannot be fillet'd.

I just checked this scenario using my current build of Carlson 2013 with IntelliCAD. I drew a line entity and a 2D polyline (both at elevation 0) and made sure my Fillet radius value = 0. In my system, the two entities were filleted and then joined into a single polyline entity.
If you click Help -- About Carlson, which build of the software are you using? If you've not already done so, you could check the Carlson Downloads page and pull down the most current build if your build date is older than the one shown on the site. Otherwise, if you could WBLOCK out your two entities and send them to me, I'll take a look.
After downloading the newest build the FILLET operation seems to work as described, but still a little bit quirky. It seems as I had to go to the dialogue box and set the radius as least 1 time for the command to recognize R=0, else it would not be able to connect the 2 lines. Not sure why this is, but on my current dwg it works.
