What did it take to get the Ranger 3s to connect?

Running Windows Embedded Handheld 6.5 Professional.

Trying to install SurvCE.

Read that Activesync was for XP, but earlier in the year I did use a Win 7 laptop,
now dead, and it connected right up through USB for file sharing.

Looked at Trimble online manual, it said go to Microsoft and
Windows Mobile Device Center for solutions,

There are no downloads newer than September 2012, and looks
like they are geared toward Vista and Win 7.

At this point plugging in with USB, computer tones device connect sound,
then no response, that I have found.

I bought this desktop HP Pavilion AMD A8 in 3rd quarter of 2013.

Windows 8 (nightmare to work with, internet always spotty)

Some weeks webpages load fast no problem, next week, need
to refresh 5 times as it displays "This webpage is not available"
over and over. Changed DNS and it didn't work at all, changed it back.

All other PCs and Mac in the house get on the net like champs.

Windows Mobile Device Center with Windows 8

According to this source, Windows Mobile Device Center should install automagically on a Windows 8 computer if you have .NET Framework 3.5 previously installed on said computer.

Why not try that and report back with your results?

Edit/Update - I tried that procedure on a computer running Windows 8 Professional 64-bit without any previous installation of WMDC. It worked just fine.

Per the instructions, connect your Windows Mobile device (Trimble TSC3 in your question) after installing .NET Framework 3.5 and the system will start downloading WMDC and the necessary drivers.

If you go to the Devices page while the WMDC-and-drivers downloads are in progress you will see an entry called "Data Collector" with a progress bar to the right of that label. (The progress bar will be gone after the installation is complete.)

It may take several minutes to download and install WMDC, then the accept-terms dialog appears. Accept that and in a few seconds you should be able to see your TSC3 as another drive volume in Windows Explorer. Then set up the appropriate Device in whatever Trimble software you are running, it may refer to WMDC as ActiveSync.

BTW, I started the process of installing .NET Framework 3.5 from a standard user account. Windows asked for a password for an administrator account, then everything past that point went through without any more prompts for administrator credentials.

Windows Mobile Device Center with Windows 8

So here's what I done did,

Following the steps in the posted link, I found that .NET 3.5 was already
on my computer and configured exactly as shown in the step with "Turn Windows Features on or off"
where the instructions call to check box.

I ran through and unchecked and restarted, then ran through and checked the box,
and restarted.

While in the Start screen, I selected the down arrow that appears in the lower left
hand corner only when you hover the mouse/cursor over that area. That leads to the "Apps"

In this area, I noticed the App for Windows Mobile Device Center with a little tag
that said "new". I have no idea how long it had been there, maybe before my monkeying.

I selected/opened the App, and then connected the TSC3.

Still nothing but the "bing bong" sound.

In the TSC3 I went into the Settings:Connections:USB to PC
Here I found an existing check box for "Enable advanced network functionality"

I unchecked this box, and tried connecting again.

WMDC found the TSC3 this time. Maybe related, maybe not.
That is just my kind of luck. Things that don't make sense work, things
that do make sense don't.

Had to try a few times to get SurCE to download to the TSC3, but it
finally took. Weirdness all around.

Oh well, C'est la vie, living in a Microsoft world.
