I'm running Carlson Civil Suite 2014 on Civil 3D 2013. If I open Civil 3D to do something, I can't get Carlson to restart. I double-click on the icon and Carlson acts like it's starting but doesn't. I've had this happen before but don't remember how it was fixed. This is a new computer with Windows 7 64 bit. I didn't have this problem on my old computer.
If I right-click on the icon and open properties, the target on the shortcut tab says "C:ProgramDataCarlson SoftwareCarlson2014R19.0_X64scjstart.exe" STATE=17. If that means anything to anyone.

My only suggestion would be to re-install Carlson 2014 (you shouldn't need to uninstall Carlson first). If this doesn't solve the problem, you could try to reset the Carlson2014 profile found within the C3D "Options" dialog box and try to re-start Carlson with C3D. If this doesn't solve the problem, I'd suggest a call into the Carlson Technical Support Staff.

Thanks Ladd. I was able to get it to work after opening wcommute.exe and then double-clicking the Carlson icon. I'll try the other suggestions.

If you are using the Network License Manager option of the software, you might try some of the Network Troubleshooting articles.
