A little help please, downloading from GTS223 to laptop

I am trying to download data collected "on board" FROM MY TOPCON GTS223 to my laptop with Windows 8 and Carlson 2014. I have the cable from the instrument to a 9 pin serial w/usb, and I am using Topcon Link 8. I cant get anything to download or upload. Any help would be greatly appreciated.

I don't have direct experience with the equipment your using but a couple of things to note:

Are you able to see the instrument in Windows Mobile Device Center?

Are you required to export the data to a file prior to downloading it? I know on my older Topcon Data Collector I am required to do that, not sure if it's the same in the instrument.

When I used a Recon with that instrument I DID have to export first. I will check this evening and let you know, Thanks for the advice!
