So, I ran the mobile mapper on Friday. There was an individual from Davey Resource Group roaming the streets. My co-pilot and I could not tell if she was a man or a woman (I believe woman, so I will go with she). We saw the truck 5 times.
1. Pulled over along the state highway half into the travel lane.
2. Stopped in the middle of a single lane private way.
3. Backing out of a driveway of the same private way (almost backing into us).
4. Stopped at an intersection of two private ways, in the middle of one road.
5. Stopped within the travel lane of a public way.
Out of state plates (Missouri) and kinda grouchy.
Now, we were running mobile lidar. These areas are not excellent for GPS and I did not want to stop.
1. I avoided her truck and shrugged.
2. I honked a couple times and she moved to the driveway.
3. I honked several times and she yelled profanity at me. Heck, she almost backed into me.
4. I drove on the shoulder and told her 'Get off the road unless you know where you are going' She yelled profanity and gave me the single fingered salute.
5. We were done and just driving back to pick up a GPS base. No need to engage.
Her truck has markings: UTILITY MAPPING CREW
I never have good encounters with utility mapping crews. I do have her on video...

The other time, there was some kid on the State Highway (minor) on a Sunday with a backpack GPS on a mountain bike riding all over. I pulled over and asked and he told me he was doing a survey. When I asked for more details he told me he did not have to tell me anything and pedaled away quickly.
I called the non-emergency line for the police and said there was some guy who looked like he was casing houses. They called back in an hour and told me his company name and his task - locating utility pole numbers.
I replied that MassDOT probably would not be happy with a worker on the road on a Sunday without safety gear or a Surveyor in Road sign.
