My off-the-top-of-my-head guess is Missouri. I haven't checked any resources.
I do have the advantage that I grew up as close to Missouri as is the residence of his bovineness.
I'm going with Missouri as well, given our resident bovines geographical biases.

Try Taos and Bolivar. If they are in California they aren't prominent enough to show in the first page of a Google search, but they are top of the search list in Missouri.

Those lucky people who had the pleasure of selecting place names in Missouri lacked imagination, with a few exceptions, of course. Based on the guesses above, similar issues come up in Georgia, Ohio and Kentucky, all of which pre-dated Missouri.
I think Missouri may be the winner.
