Can someone tell me what and where to get the tool to put the dimple on top of an NGS rod monument?

If you're referring to the round-top stainless bench mark rods, I've always used a regular punch and (gently! -- you don't want to drive the rod down farther) tapped it with a hammer to put a punch mark for holding a GPS tripod or prism pole point. You can also use a slip-on adapter, but I find those to be not worth the trouble.

A good trick is to use plastic rebar caps. They usually fit snugly over the rod, and have a small hole to put the rod in. And they can be removed for precise leveling.
