It may be that they are running out of room up there. Only 3 GPS 2As are left useable. After that the GPS 2Rs may go on and on.
With only GPS 2F-10, 11 & 12 left ready to go the Air Force may again slow down.
I do not recall reading that any of GPS 3s has been fully tested and launch ready.
