Dwight served under the 48 and 49 star flags.
The 50 star flag became official in 1960 under JFK.

Eisenhower had the 48, the 49 and the 50. The 50 was authorized on August 21, 1959 a full year and a half before Kennedy took over. You get elected in the even years like 60,64,68, etc. but you take office the following January of the odd years.

James Monroe was the answer I was looking for, but I missed James Polk the first time around.
James Monroe (1817-1825) served under the 15, 20, 21, 23 and 24 star flags. The Flag Act of 1777, Continental Congress) established the 13 star flag. The Flag Act of 1794 established the 15 star flag. The Flag Act of 1818 established the 20 star flag and added the requirement to update the flag on 7/04 without a special act, other than admitting the state. The jump from 15 to 20 stars covered the admissions of TN 1796, OH 1803, LA 1812, IN 1816 and MS 1819.
James Polk (1845-1849) had a perfect score with a new flag every July 4th. FL 1845, TX 12/1845, IA 12/1846 and WI 5/1848.
